See the screen shot below. How do I change this to opportunistic. Or do I even need to ?

When you create a new application from <none> (no Template) in 8.5 you get an application with the same settings as you have in PRISM.INI.
Normally you create a new app from a Template and the app will then inherit the setting from the template.
So to make sure you have the correct settings open DE85 close the Welcome dialog and chose file/Options/Database Engine and set the correct Strategy.
You are able to set both Basic and Full as well as Oportunistic here but be aware that neither of these strategies are no longer supported and any bugs/problems resulting from using these two strategies will not be fixed in future versions.
If you want to use an alternative strategy - not Opportunistic - then choose Full and not Basic.
If you already have an application with the wrong Strategy you can fix this by copy the CONFxAAA.DBM file from an application that has the correct strategy.
Make sure you use the same Database letter for the file.
